Beginning Friday, December 26, 2025, all non-U.S. citizens—including Costa Rican tourists and even U.S. legal permanent residents (green card holders)—will be required to complete mandatory biometric identity checks when entering and departing the United States. The procedures will be implemented at all U.S. airports, seaports, and land border crossings, according to the U.S. Department of Homeland Security (DHS).
Announced on October 25, this policy marks a major update to U.S. border security protocols. Under the new system, travelers will be photographed at both arrival and departure points, and in some cases, fingerprints or additional biometric identifiers will also be collected by U.S. Customs and Border Protection (CBP).
DHS emphasized that the requirement is universal—it applies equally to Costa Ricans and visitors of all nationalities traveling to the U.S. for tourism, business, family visits, medical care, or transit.
According to U.S. authorities, the primary goal of the new biometric checks is to enhance national security, reduce identity fraud, and strengthen the government’s ability to detect forged or altered travel documents. The system is designed to more accurately verify that the person presenting a passport or visa is its legitimate holder.
The announcement comes during one of the busiest travel periods of the year, when thousands of Costa Ricans traditionally fly to the United States for holidays, vacations, and family gatherings. With biometric screening added to the usual entry procedures—such as interviews, document review, and visa verification—travelers are advised to plan for longer processing times.
Although DHS has not yet released detailed step-by-step procedures, it has confirmed that biometric data will be collected both inbound and outbound, meaning passengers should arrive at airports and border checkpoints with additional time to spare.
